当前，国内、省内疫情防控形势严峻复杂，我市周边相邻地市相继出现确诊病例，为有效控制和降低疫情传播风险，保障广大东营市民及外籍友人的身体健康和生命安全，东营市人民政府外事办公室向您发出如下提示:

一、及时报备行程。中、高风险地区和疫情重点地区人员暂缓来东营；请劝告外地亲朋好友、客户、员工等近期非必要不来东营。近 14 天内有外出旅行史，或去过发生本土疫情地区，或与已公布的阳性感染者活动轨迹有交集，以及健康码有异常的人员，需第一时间主动向所在社区（村居）、单位报备，并配合落实核酸检测、健康管理等防控措施。

二、合理安排出行。请您非必要不出市，尤其不要前往已有阳性感染者报告的城市。出行时，要全程做好个人防护，减少与他人接触，做好行程记录（包括飞机、火车等公共交通工具的班次、时间和座位号，用餐饭店或住宿宾馆名称、地址等信息），以备疫情处置、流调溯源需要。

三、配合摸排随访。收到随访电话或短信提醒，请按照要求尽快落实防控措施。由于时间紧急，排查随访工作人员 24 小时不间断拨打电话。如您知晓有从中高风险地区返回人员或与阳性病例及感染者有时空交集人员未按规定报备、隐瞒行程或未落实管控措施，请主动向社区（村居）、单位提供线索。

四、配合核酸检测。近日，全市相继开展全员核酸检测，请积极配合，按时高效完成检测。全员核酸检测使用“山东省全员核酸检测系统”，请通过该系统进行预登记，为自己和家人生成“个人采样信息采集码”（采集码长期有效，可截图或打印保存），采样时主动出示。全员核酸检测时请注意保暖，做好个人防护，保持安全距离，不扎堆、不聚集、不交谈。

五、规范快件处置。近期，建议您非必要不网购，不要从境外购买商品，不要从国内发生本土疫情地区购买商品。确需购买的，取件、拆件时要做好个人防护，尽量采取无接触式收取，消毒后将外包装留在室外，处理完快件及时进行个人消毒，最大限度降低接收快件带来的感染风险。

六、做好个人防护。减少聚集活动，尽可能采取弹性工作制、居家在线办公、远程办公等方式。坚持戴口罩、勤洗手、常通风，保持安全距离等良好习惯，避免直接接触公共区域的电梯按钮、楼梯扶手、门把手等高频接触物体表面，做好工作、生活场所清洁消毒。密切关注自身及家人健康状况，如出现发热、咳嗽、乏力、咽痛、腹泻、味（嗅）觉减退等症状，及时到正规医疗机构发热门诊就诊，就诊时如实告知个人接触史、旅居史和活动史，以免延误诊疗。

七、主动接种疫苗。如您已完成全程免疫满 6 个月，请主动进行加强免疫，符合接种条件的 3-11 岁和 60 岁以上人群请尽快接种，尚未完成基础免疫的请尽早接种，共筑全民免疫屏障。

Pandemic Prevention and Control Tips for Foreign Nationals in Dongying

At present, the situation of pandemic prevention and control in China and Shandong province is severe and complicated. Confirmed cases have successively appeared in neighboring cities. In order to effectively control and reduce the risk of pandemic transmission, and ensure the health and safety of local citizens and foreign nationals, we now call on you to take the following actions:

First, report the itinerary in time. People from medium and high-risk areas and pandemic key areas are temporarily suspended from coming to Dongying; please advise your relatives, friends, customers, and employees from other places not to visit Dongying in the near future if unnecessary. Those who have been outside of Dongying, have been in epidemic areas, or have an intersection with the published trajectory of infected persons in the past 14 days, and those who have abnormal health codes, need to report to your community (village neighborhood committee) and workplace and support prevention and control measures such as nucleic acid test and health management.

Second, arrange your trips reasonably. Please don’t leave Dongying if unnecessary, especially not go to cities where positive infected persons have been reported. During your trip, please take personal protection, reduce contact with others, and keep record of your itinerary (including the number, time and your seat of public transportation such as planes and trains, and the name and address of restaurants or hotels) in preparation for the need to trace the source of the pandemic.

Third, cooperate upon follow-up visits. If you receive a follow-up call or text message reminder, please take required measures as soon as possible. Due to urgency, the follow-up staff may make calls at any time of the day. If you know that there are people who have returned from medium and high-risk areas or those who have intersections with the infected but fail to report as required, conceal their itineraries, or fail to implement control measures, please let the community (village neighborhood committee) and workplace know.

Fourth, take the nucleic acid test. Recently, the whole city has carried out nucleic acid test for all residents. Please register in the “Nucleic Acid Test System of Shandong Province” and get a “sampling information code” for yourself and your family (the code is valid for a long time and can be screenshot or printed for storage). Please show the code before the test. During the test, please keep warm, take personal protection, maintain a safe distance, and don’t gather or talk with others.

Fifth, cancel unnecessary express delivery. Please don’t buy goods online, from abroad, or from recent domestic pandemic areas. If you must have an express delivery, please take personal protection, try to take it without contact, leave the outer packaging outside, and make disinfection in time to minimize risk.

Sixth, take personal protection. Please reduce group activities and take a flexible working pattern including online working at home and telecommuting. Please wear masks, wash hands frequently, keep room ventilated and keep social distance. Please avoid direct contact with elevator buttons, stair handrails, and door handles in public areas. Please clean and disinfect workplaces and living places regularly. Pay close attention to the health of yourself and your family. If you have symptoms such as fever, cough, fatigue, sore throat, diarrhea, and loss of taste (smell), please go to the fever clinic of a formal medical institution in time, and report the itinerary accurately.

Seventh, get vaccinated. If you have completed the full immunization for 6 months, please take a boost injection. Those who meet the vaccination requirements should be vaccinated as soon as possible. Please complete the basic vaccination as soon as possible to build an immunity barrier for all.
